SOMALIA: NO MORE FOREIGN MILITARY INTERVENTIONS

Mareeg.com-The Indian Ocean Newsletter reports that the former Minister of
Internal Affairs,
Mohamed Abdi Gabose resigned due to 'Ethiopian interventionism in
Somaliland's
internal security matters'.

On the outset, nobody shares African Union's enthusiasm for Djibouti sending
troops
to Somalia or any member of the Front-Line States. As soon as a crisis
erupts in
Africa, the AU abdicates its duty to find an "African solution for an
African
problem." Instead, it appeals, appeals and appeals to the international
community
for assistance. If the international community responds, it is accused of
exceeding
its mandate and violating the sovereignty of an African nation. Remember the
AU on
the Libyan crisis? Go, figure! Now, AU is blaming the international
community for
its indifference to Somalia and wants Front-Line States of Djibouti and
Ethiopia to
send troops in order to bring peace and stability to the war-torn country in
total
disregard for Somalia's Charter and UN Resolutions.

Nevertheless, it has been 21 years of pain and agony for the Somali people
that,
both the visible and invisible hands of Front-Lines States of Ethiopia and
Djibouti
working with all sides of he Somali conflict i.e., TFG, Al-Shabaab,
Ahlu-Sunna
continues . Also, peace is not possible in Somalia as long as arms from
Ethiopia and
Djibouti flow freely and are more readily available than books. The crises
in
Somalia are 21 years in the making but now Djibouti wants to send troops to
Somalia
to enforce peace in the country as if it cares very much. This is not
different than
the recent stunt that, Ismael Omer Ghelleh, president of Djibouti pulled by
visiting
Somalia after so many years in power. No, Djibouti and Ethiopia do not care
about
peace in Somalia and have been cashing on the Somali misery over the past
two
decades. However, Djibouti only wants to open the door for Ethiopia to
renter
Somalia and redeploy its troops in the country in violation of
the transitional federal charter and UN Resolution 1725. Furthermore, it is
an
attempt by the Front-Lines to maintain influence in Somalia in order to
further
delay the resolution of the conflict that has been going on more than two
decades
and internationalize the internal affairs of the country. Thus, we do not
want
troops from either Djibouti or Ethiopia and all
interference from outside, especially from Djibouti and Ethiopia is regarded
as a
breach of Somalia's national
independence, unity, sovereignty and territorial integrity and it is
unacceptable such breaches of international order. In that respect, it is
expected
all countries, in particular
Djibouti and Ethiopia to conduct their foreign policy on the principles of
respect for the sovereignty and equality of all states and non-intervention
and non-interference in the internal affairs of Somalia.
Unfortunately, all Front-Lines States and as well as other countries in the
world
are now meddling in the internal affairs of Somalia in their direct
relations to
conduct official businesses with regional administrations of Somali land and
Puntland which is a violation of UN Charter and International Laws governing
relations between countries. Call, whatever you want to call it "dual track
policy"
or not it is still a breach of Somali Republic's sovereignty. As the saying
goes,
"if it walks like a duck and quacks like a duck it is a duck". In my view,
any
difference there is between the TFG and these regional administrations of
Somalia
Republic and the or any other place is an internal matter and will be sorted
out in
due time but urge all countries to play a constructive role.
Why, do we need a new military intervention from Ethiopia and Djibouti to
affect
change in the country? Or is it to keep the defunct TFG in power. It didn't
work
before and it won't work again. TFG is the "baby" of IGAD and that Ethiopia
houses
and leads IGAD are well known facts and also some entities in Somalia, such
as
Puntland, Somaliland and now Ahlu Sunnah, are "legitimate" "babies" of
Ethiopia. .
 What is even more unusual is about Ethiopia and Djibouti claiming to be
solving
Somali problems while every evidence in their past actions show that
everyone and
others but it is not necessary to reiterate here were, and are indeed
increasing the
problem by arming these unscrupulous and immoral armed factions! For
example, United
Nations investigators revealed (according to an August New York Times
report) that
about half of the US-supplied weapons for Ugandan and Burundian troops to
battle the
Somali terror group al-Shabab have ultimately wound up
in al-Shabab's hands like before when Ethiopian troops were deployed in
Somalia.
Of course, there is a long standing dispute between Kenya and Somalia and
between
Somalia and Ethiopia, regarding people and territories incorporated into
Kenya and
Ethiopia by force by the colonial Great Britain, when it colonized Somalia.
Ethiopia
received ethnic Somali territories at different stages while Kenya received
after
its independence in 1963 when ethnic Somalia voted overwhelmingly to join
the Somali
Republic but denied. Nevertheless, in my view we must recognize the security
concerns of our neighbors and abandon past policies of destabilization and
armed
conflict in the region and accept the unwanted fate of our ethnic brothers
to be
part of Kenya and Ethiopia where they belonged but affirm our commitment to
support
the right for self-determination of independence of ethnic Somalis or any
other
group when concerned ethnic people are convinced that, their rights are
denied,
abridged or abrogated.
Plus, no agreed adjustment of relations between Somalia-Kenya and
Somalia-Ethiopia
and both have encroached into buffer zones or demilitarized border areas
between
Somalia and them and as well as carried out frequent incursions into Somali
Republic. For instance, Ethiopian forces come and go into Somali territories
as they
please which is not in their best interest in the long run. Also, there is a
need
for Ethiopia and Kenya to scrap their military pact against Somalia and as
well as
Ethiopia t change its curriculum about Somalia and revise its ministry of
foreign
affairs official website in regards to Somali Republic. I believe, we can
work with
our neighbors on matters related exemption visas for our nationals,
security,
exchange of goods and services, combating terrorism, drug and human
trafficking,
extradition of criminals and work towards integrating our economies.
