“ The Eritrean gov't should demand...” the prove to the claim is absolutely necessary. However I don’t think in my layman’s opinion, put it as a precondition to exchanging views. Who would know the out come after his visit? Past record is no doubt discouraging but again things have changed since.
Johnnie Carson is advisor to the Secretary of state in African matters. There is always an opportunity to demand contacts be made through higher authorities if necessary based on the out come. And yes, he may not be any different than his predecessors by all account and in that case the Eritrean GOV would have proved once again.
