Sudan: Peace or War, Unity or Secession?

In January 2011, two referendums that are required under the 2005
Comprehensive Peace Agreement are set to decide the fate of the country. In
one, the people of the South will decide whether or not to establish an
independent Southern Sudan. In the other, the people of the oil-rich Abyei
area, which is located on the still un-demarcated border between North and
South, will decide which of these to join. To raise the stakes even further,
the conflict in Darfur remains unresolved and has flared up again in recent
months. This paper sets the scene for what is likely to be a turbulent year
ahead for Sudan.
