BERLIN — German Chancellor Angela Merkel complained to President Barack
Obama on Wednesday after learning that U.S. intelligence may have targeted
her mobile phone, saying that would be “a serious breach of trust” if
confirmed.

For its part, the White House denied that the U.S. is listening in on
Merkel’s phone calls now.

BERLIN — The leaders of Germany and France on Friday proposed creating a
new agreement on cooperation among their intelligence services and those of
the United States, in the wake of a report alleging

30 world leaders.

Saying that trust in the United States had been damaged, German Chancellor
Angela Merkel pledged Friday that she and French President Francois
Hollande would quickly forge a new pact to ensure more transparency for
U.S. intelligence operations on European soil.

The proposal was a response to European fury over reports that U.S.
intelligence agencies listened in on Merkel’s cellphone conversations and
those of other senior officials around the world.

Outraged officials on Thursday threatened to delay trade negotiations with
the United States. German prosecutors, meanwhile, launched a legal
investigation, and officials here said the scandal could disrupt
counterterrorism collaboration between the United States and the European
Union.

Merkel said Friday that she was skeptical of efforts to delay U.S.-E.U.
trade negotiations but was sympathetic to pausing a program that gives U.S.
intelligence agencies access to information about the financial
transactions of suspected terrorists routed through the SWIFT clearing
house in Brussels.

“We will see to it that by the end of the year we come to a common
understanding of the cooperation of the services of the United States and
Germany, and France and the United States,” Merkel said at a news
conference in Brussels, where she was meeting other European leaders for a
summit.

She offered few details about what she and Hollande would seek from any
agreement with the United States but said “the respective services need to
come to an agreement between each other on yardsticks and norms and
standards governing their cooperation.”

But, she added, she did not feel that trade negotiations should be halted.

“When you leave the room you have to always contemplate how to get back in
again, and in such a tense situation such talks may be more important than
usual,” she said.

Hollande echoed her comments Friday. “There are behaviors and practices
that cannot be accepted,” Hollande said. “What is in play is preserving our

In a joint statement Friday, the leaders of the 28 nations of the European
Union said they “took note of the intention of France and Germany to seek
bilateral talks with the USA with the aim of finding, before the end of the
year, an understanding on mutual relations in that field.” Other E.U.
countries “are welcome to join this initiative,” the statement said.

The Web site of Britain’s Guardian newspaper on Thursday published what it
described as a secret memo in which the NSA encouraged U.S. officials to
share their “rolodexes” with the

with 200 phone numbers tied to 35 world leaders.

The memo went on to say that the numbers had resulted in “little reportable
intelligence,” apparently because they were not used for “sensitive
discussions.”
