US Policy in the Horn of Africa

The George Washington University's Institute for Global and International Studies asked me to make remarks in October 2014 on US policy in the Horn of Africa. The brief remarks constitute a summary and updating of a paper that I delivered in May 2014 in Moscow at the 13th International Conference of Africanists.
