Tens of thousands of Somali refugees in Kenya are being forced to return to
remote and overcrowded camps. They are being threatened with prosecution if
they don't and Kenyans are being encouraged to report those who refuse.

The Kenyan government says it is to help prevent attacks by armed groups
opposed to Kenya's intervention in Somalia.

Al-Shabab in Somalia said it was behind the Westgate Mall siege in Nairobi
in September in which 67 people were killed, and on Sunday gunmen killed six
people at a church near the coastal city of Mombasa.

Al-Shabab has threatened more attacks if Kenyan troops do not withdraw from
Somalia, where they form part of an African Union peacekeeping force.

Rights groups have described Kenya's directive as a 'dangerous precedent'
that could endanger millions worldwide.
