EVENT
The Eritrean government has signalled its willingness to re-engage
with the European Union in order to receive EUR200 million (USD223
million) in development aid proposed in September.
The funds, to be disbursed over five years, are part of a wider Horn
of Africa development package approved under the 11th European
Development Fund in response to mass migration from the country.
Eritreans make up the third-largest group seeking refuge in Europe,
fleeing forced conscription and political persecution. A UN Human
Rights Council report in June accused the Eritrean government of
abuses that could amount to crimes against humanity. Consequently, the
EU does not want the funds administered directly by the government, a
sticking point that slowed negotiations in September after they began
in April.
