13 Eastern Africa countries meet to address insecurity

Interior Cabinet Secretary Joseph Nkaissery has said that enhanced cooperation among Eastern Africa countries is the sure way to combat transnational criminal networks that pose a security threat not only in the region, but also the world at large.

This was contained in a speech read on his behalf by the Deputy Inspector General, Administration Police Service Samuel Arachi during the opening of The Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) organs Meeting in a Naivahsa hotel.

He said the commitment and determination by the 13 Eastern Africa Countries to collectively address security challenges will go a long way in dismantling criminal networks that threaten public safety, health and democratic institutions to ensure economic stability in the region.

The CS said, the theme of the EAPCCO Organs Meeting- “Dismantling Organised Criminal Networks through Enhanced Cooperation”, was appropriate in the wake of increased transnational organised criminal networks in the region.

Nkaissery asked EAPCCO to develop long-term strategies to combat and dismantle transnational organised crimes that threaten the public safety, security and economic stability of the region.

He called for shared responsibility, enhanced intelligence and sharing of information, protection of financial systems and strategic markets against transnational crimes.

The Cabinet Secretary further called for the interdiction, investigation and prosecution of such criminals besides building and strengthening regional capacity, cooperation and partnerships to effectively address the vice.

He said Kenya has already enacted new legislation to deal with organised criminal groups involved in human trafficking, drugs, smuggling, cyber crime and ivory trafficking among other transnational crimes.

Nkaissery appealed to Police chiefs in the region to defend and safeguard the region with dedication, selflessness and to dismantle organised criminal networks.

EAPCCO comprises police chiefs from Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Rwanda, Seychelles, Somalia, South Sudan, Tanzania, Uganda and Kenya with the Inspector General of Police Joseph Boinnet being the current Chairman.

After the expiry of his two year term, Boinnet is expected to hand over to the Rwandese Inspector General Emmanuel K Gasana later in the year.
