Heightened tension between Libya and Djibouti
Indian Ocean Newsletter.

The Djibouti authorities did not appreciate at all that Libya voted against
resolution 1907 at the United Nations Security Council on 23 December. This
resolution imposes sanctions on Eritrea over its role of supporting Islamic
insurgents in Somalia and refusing to withdraw its troops following the
conflict with Djibouti. To be sure, Libya, which is on the Security Council
in its role as representative of the Arab League, did not defend the
League's majority viewpoint on Eritrea. Djibouti is therefore considering
filing a complaint against Libya with the Arab League. The Djibouti
government is also threatening to boycott the Arab summit to be held in
Libya in March and to suspend its membership of the Community of
Sahel-Saharan States (CEN-SAD) whose Secretary General is the Libyan
diplomat Mohamed Al-Madani El Azhari.
