Meeting of regional Administrators concludes adopting work directives

Mendefera, 9 September 2009 - The two-day meeting of the regional
Administrators that was held in Mendefera town concluded today adopting
significant work directives.
Following the detailed work directives President Isaias Afwerki gave as
regards boosting agricultural potentialities, strengthening information
system and management, as well as the restructuring of administrative
bodies, the meeting deeply assessed the tasks accomplished in 2009 in each
administrative region, in addition to holding deliberations on the action
plan for 2010.

The primary agenda of the meeting focused on the progress being made as
regards implementation of the food security strategy. Accordingly, it held
extensive discussion on a number of topics, including water and land
resource management, raising productivity, putting in place infrastructure
facilities, introduction of modern technology, boosting agricultural
production in general and that of strategic crops in particular, promoting
agricultural know-how, upgrading the mechanism of gathering, storage and
processing of agricultural produce, as well as improving the living standard
of the citizens being rehabilitated in new settlement areas. The meeting
further adopted significant work directives regarding reinforcing soil and
water conservation activities, investment in agricultural development and
effective utilization of land resource, besides water resource management.

Moreover, the meeting of the regional Administrators conducted in-depth
discussion on upgrading information system centers in the regions and the
undertaking of population registration. It also decided that the task of
such registration should be given top attention so that the implementation
of development programs could be based on accurate and up-to-date
information data. The meeting reached understanding that the population
registration task would initially be conducted in the Central region shortly
so as to serve as an experiment to other regions. In this respect, the
meeting called on the public to make due contribution to the success of the
program.
Also as regards strengthening of managerial competence and organization, it
closely reviewed the shortcomings encountered in the sphere of policy,
structure and organization, as well as technical aspects. In addition, the
meeting decided to present rectification proposals on the part of the
administrative regions.
Following the observations put forth by the Ministry of Agriculture
regarding the reports and action plans of the administrative regions, the
meeting, taking into account the possibility of El Nino rains in the region
in the coming months as a result of climatic change, conducted lengthy
discussion on the precautions that need to be taken in the highlands. It
also exchanged views on the advance preparations that have to be made in the
eastern lowlands with a view to making maximum use of the rains.
The meeting concluded its deliberations reaching understanding to present
future action plan of the administrative regions along with detailed
geographical data in the next meeting through enriching the observations and
views put forth in this week's session.
