Mini Summit on Somalia

A mini summit on Somalia took place at United Nations headquarters in
New York on September 23. It was attended by the Presidents of
Somalia, Kenya, Lebanon, Nigeria and Uganda; the Prime Minister of
Ethiopia; the heads of the foreign affairs agencies of Bosnia and
Herzegovina, Denmark, Djibouti, the European Union, Spain, Italy,
France, Turkey and Japan; senior officials from the US State
Department and the British Foreign Office, and representatives of the
African Union, the League of Arab States and the Organization of the
Islamic Conference. The Russian Federation was represented by Deputy
Foreign Minister Alexander Yakovenko.

UN Secretary General Ban Ki-moon opened the forum. This international
event was dedicated to discussing the problems of Somalia, which is at
a critical stage of exit from the long-running civil war.

Participants unanimously stated that a consolidation of international
efforts is required today as never before in order to help the
Transitional Federal Government of Somalia, together with the African
Union Mission which supports it, achieve a turning point in the armed
struggle with al-Shabaab Islamic militants. This is necessary in order
in peaceful conditions to start reinforcing government institutions,
revive the economy and exit the deep humanitarian crisis which has
plagued the people of Somalia over recent years. Nor is it possible to
solve the chronic international problem of piracy off the coast of the
country without stable peace.

Speakers emphasized the important coordinating role of the UN in
tackling these tasks.

A joint communique issued at the end of the summit expressed full
support to the leadership of Somalia in its moves to promote a
peaceful settlement based on the Djibouti Agreement, in the interests
of achieving stability and security in the Horn of Africa.
