Cabinet Of Ministers Concludes Meeting Approving National Development
Programs For 2011 And Beyond

2010 - The Eritrean Cabinet of Ministers today concluded its regular meeting
at the Denden Hall here in the capital approving the national development
programs for 2011 and beyond, as well as adopting significant work
directives.
In its first agenda yesterday, the meeting heard extensive briefings by
President Isaias Afwerki assessing political, economic, social and
diplomatic activities this year, as well as outlining the envisaged
national development programs for 2011 and beyond. Following the briefings,
the Ministerial Cabinet meeting closely reviewed the development programs in
the process of implementation in 2010 sector by sector, besides conducting
in-depth deliberations on the envisaged work programs for 2011 and its
method of implementation, along with the requisite budget and other
resources.
As regards agricultural development programs, the meeting assessed the tasks
undertaken in different parts of the country with a view to boosting output
both in terms of quality and quantity, as well as developing modern farming
activities. It also conducted extensive discussion on the programs mapped
out for 2011 and the required budget regarding further expanding rain-fed
and irrigation farming practices, enhancing fruits and vegetables farming
activities, promoting livestock resources and dairy farming for export, as
well as reinforcing soil and water conservation undertakings.
On another topic concerning endeavors to achieve food security, the meeting
took note of the tasks accomplished towards reaching the stage of fully
harnessing the country's marine resources. It further held in-depth
deliberations on the envisaged action plans aimed at upgrading domestic
fishing capacity and export in the sector, in addition to introducing fish
canning technology. The control and management of marine resources were
also among the agenda items set for discussion. In this connection, the
meeting approved future action plan.
On construction works, the Ministerial Cabinet meeting approved wide-ranging
projects along with the requisite budget due to be implemented in 2011 and
beyond which focuses on the construction of new strategic road networks,
expanding and renovation of existing ones, coupled with the putting in
place of water diversion schemes and agricultural infrastructures in the
Eastern and Western Lowlands, as well as residential housing projects in
various towns and semi-urban centers.
Also on its deliberations regarding trade and industrial activities, the
meeting scrutinized the strength and shortcomings of the policies pursued in
the trade sector, and subsequently conducted discussion on future handling
of trade and investment permits. It further took note of the preliminary
study undertaken and the programs envisaged towards strengthening the work
of the existing factories and establishing new ones. The meeting drafted
future action plan in this domain.
Regarding the energy and mines sector, the Ministerial Cabinet approved
future work program after closely assessing the accomplishments registered
in the implementation of strategic projects focusing on raising fuel and gas
supply, installation of electricity service in all parts of the country, as
well as the efforts so far made to expand the exploration and mining of
various mineral resources.
Taking note of the programs accomplished to harness tourism potentials,
promote domestic and international tourism and ensure the provision of
quality service, the meeting charted action plan aimed at expanding and
developing tourism activities.
Moreover, the meeting assessed the achievements registered to expand
equitable educational opportunity and upgrade the competence of educational
institutions. It subsequently held in-depth discussion on ways and means of
constructing additional classrooms in various corners of the country,
improve the capacity of the teaching staff and making available of textbooks
and other facilities, among others. The Ministerial Cabinet meeting
further approved future work program of the sector.
After reviewing the accomplishments scored in expanding health service
across the nation both in terms of quality and quantity, the meeting
exchanged views on the envisaged programs for 2011 and the years ahead,
along with the requisite budgetary allocation focusing on preventing and
controlling communicable and non-communicable diseases, ensuring family
health, mother and child care, preventing blindness, guaranteeing the supply
of medicines and boosting production of medicaments.
Furthermore, it took note of the tasks undertaken to ensure social security,
reduce unemployment and promoting social welfare in which the meeting
reached understanding on creating conducive ground for avoiding dependence
on budget subsidy.
As regards the administration of justice, the Ministerial Cabinet meeting
assessed the efforts being made to provide satisfactory service in this
domain on the basis of community magistrates and regular courts. In this
respect, it approved action plan aimed at further strengthening
administration of justice, upgrading manpower resource and enhancing the
competence of community magistrates, among others.
The meeting went on to hold extensive discussion on the structure, mission,
work programs of the Ministry of Local Government and its work relations
with regional Administrations and other ministries. It also adopted work
directives pertaining to the restructuring of the Ministry. The Ministerial
Cabinet concluded its meeting adopting significant resolutions and work
directives concerning various other sectors.
