Over the last three weeks since the OAU summit in Algiers, Eritreans have been voicing their opinions and concerns whether Ethiopia (Woyanes) will accept the Modalities of the implementation of the OAU Framework for Peace, MOI. This is the n-th time peace-talks, mediators and facilitators are reappearing over the horizon. By now our "HASAS"- naive - mind-set should be sharp enough to see the Woyane CHELENET & smart alecky-- and beyond.
Ethiopia didn't accept the MOI right away as Eritrea did with a letter written to the OAU Chairman, President Abdulaziz Bouteflika of Algeria. The reason given by The Ethiopian PM was that Ethiopia should consult with its parliament before it makes any final decision. BTW why was Meles procrastinating? In reality what is the parliament to be consulted with?
It is totally out of character for Ethiopia to hesitate or ask for clarifications on the peace deals initiated or carried by the OAU. Since the " border" crisis came into the open, all peace proposals forwarded by the US directly or through the OAU were declared accepted even before the ink dried out or the proposals became public. Seyoum Mesfin, the Woyane FM is well known for making brisk announcements in accepting those proposals in their entirety- no questions asked. Why should he refuse or question his own draft? Now, it can be argued that since Meles doesn't wield the same power as Seyoum does, he has to consult with the "parliament".
In the context of the Woyane chicanery, parliament could be any or all of the following bodies.
Upon his return to Finfine (Addis Ababa), Meles only repeated what Salome had already alluded about the "preconditions" presented by Eritrea; and few days later the Council of Ministers not the Ethiopian parliament endorsed the MOI. So the mentioning of the parliament by Ayte Meles could be a signal of his tormented mind steering him back to where he officially started to impose war on Eritrea; and now he would ask parliament to ratify the peace deal. Time will tell.
The fact that Eritrea accepted the MOI could have presented the Ethiopian side with an element of surprise. Despite the absence of the Campore factor, Ethiopia through the Salims within the OAU has been making sure that the proposals are as unfair, to say the least, as has so far been and as such be rightly objectionable to the Eritrean side. Such tactics had been giving Ethiopia with a lot of opportunity to buy time and exploit it to its benefit, especially on the diplomatic front. So Meles was ready to say yes if Eritrea says no or asks for clarifications. Faced with the positive Eritrean response, he had no choice but to consult the "parliament." Moreover, since peace is gaining momentum once again, Chairman Ghebru Asrat and Comrade Abay Tsehay have to find ways out of the peace process by virtue of their psyched mind and ability in putting forward war and hate initiatives.
Last year when Dr. Susan Rice started as a facilitator and ended up becoming practically a mediator without the consent of the Eritrean government, it only contributed to complicate matters further and subsequently to the loss of thousands of innocent lives. Sooner or later it will come to light who authored that proposal and encouraged Ethiopia to drag its feet from its implementation. From the outset it was designed to fail. In the latest OAU summit, the unexpected moves by Eritrea could have put Meles off track; so he has to consult with Hentze-Jean & CO. what should be the next move. It is a real paradox that not only Goliath but David ended up to be wounded by his own sling-shot. So who is the real David? Again time will tell.
What will their final report look like? To whoever they send it to. The Eritrean government and people are more close than ever; the inductees who were supposed to be used in the name of " democracy" became more irrelevant; that Contras don't thrive in the Eritrean soil and that the Woyanes are left with no real ally except themselves. With such disgraceful outcome in their hands, the Woyane big-brothers have to find a cover as do the Woyanes themselves. The best trump card is: Ethiopian territorial integrity and terrorists.
Now it is for everybody to see the Woyane dogs being trained south to catch "terrorists". The Woyanes could try to rally the Ethiopian people around the threat of the "terrorists" to the unity of the motherland. On the other hand, with the American obsession that there is about terrorists, it serves a good cover for those wicked elements to justify their mission. It looks like David covering Goliath and vise-versa: that is the paradox called Eritrea.
So the three faceted Ethiopian parliament has such a vast latitude to be able to discuss famine and war; provincial and global issues; IGAD peace activism and Baidoa occupation in a mutually exclusive mode. May be this is the post Cold-War model parliament not yet explored by Brussels, Beijing, Tokyo or Washington.
