1. Ethiopia's Foreign Minister Seyoum Mesfin stated yesterday in Addis Ababa that "War will continue unless Eritrea implements the OAU peace proposal." The Foreign Minister, in a press conference he gave to journalists, also denied that Ethiopia had broken the moratorium on air strikes.

A senior Foreign Ministry official in Asmara said that Seyoum's contradictory statements "only illustrated that Ethiopia was bent on pursuing the war." The official said, "The OAU framework is an on-going process subject to further negotiations. It is not a take-it-or-leave-it package and Eritrea remains very much engaged in the process." The official dismissed Ethiopia's denial of violating the moratorium as "a typical lie," adding that, "Indeed, the US government has urged Ethiopia to stop further use of aircraft in the war which violates the moratorium."

Both front lines remained silent yesterday as Ethiopia ceased its attacks. Foreign correspondents who visited the front lines said that "despite sporadic shelling from Ethiopia," there had been no fighting. An Ethiopian spokesperson yesterday claimed that fighting had raged on both fronts as "Eritrea tried to take back positions."
