ERINA Update

1. The Union of African Parliaments has said that "it could have been
unaware of Eritrea's point of view when it passed a resolution regarding
the border conflict between Eritrea and Ethiopia in Niamey, Niger, last
June." In a letter to Eritrean Foreign Minister Haile Woldensae, UAP
Secretary General Henri Abdou Sess conceded that Eritrea's absence at
the 21st Conference must be taken into consideration in reviewing the
resolution. He said, "the aim of the conference was not to side with any
one party." The Union has now invited Eritrea to join the UAP "so that
such situations can be avoided in the future." The Secretary General
reiterated the UAP's desire to see a peaceful resolution of the conflict
and to serve as a neutral facilitator to that end.
