Who does what where in Eritrea,
Briefing 1
This briefing paper is a first look at information gathered through the 'Who
does What Where' (W3) survey of local and international humanitarian and recovery
organisations active in Eritrea during 2001. This first cut includes 162
projects reported by 34 organisations with a total value of over $74 million.
Once completed, the database is expected to include around 300 projects from
some 70 organisations so the database is at present slightly more than 50%
complete. The figures and charts will inevitably change as additional survey
forms are received and entered but this report will nevertheless gives a
glimpse of the range and focus of humanitarian and recovery activities in
Eritrea.

Background
The W3 survey was initiated by the Eritrean Refugee and Relief Commission (ERREC) to gather essential baseline information on all humanitarian and recovery projects in Eritrea. The survey covers all activities of national and international NGOs as well as non-core activities of UN agencies and International Organisations and includes all projects active in 2001, including those still in the project design stage.
Information from the survey is being entered into a database that will be managed on behalf of ERREC by the ICC. Currently staff are working on basic database design and data entry, but over the next 4-6 weeks a user-friendly interface will be developed to allow full access to the data. Although ERREC will be the primary user of the survey, the database will be shared freely to facilitate coordination, project identification and the sharing of resources, experience and knowledge. The database will also be accessible through the World Wide Web.
The W3 database is also a component of a wider information management exercise, which will streamline the collection, management, analysis and dissemination of key information of use to humanitarian, recovery and development actors. This exercise will be initiated next month with the release of Geographic Data Standards intended to minimise confusion over the name and location of settlements and administrative divisions in Eritrea, while establishing a robust platform for data management.
Objectives
Access to baseline information on humanitarian, recovery and development projects can fulfil a range of needs for different actors. For ERREC, the government body with overall responsibility for coordinating the work of humanitarian and relief agencies in Eritrea, the database will provide a comprehensive view of activities to facilitate coordination, monitoring and the identification of gaps and duplication. For humanitarian and recovery agencies, the database can help identify partner agencies working in and with complimentary geographic areas, sectors and beneficiary groups and facilitate project identification. For donors, the database can facilitate monitoring and the identification of gaps in assistance.
The W3 database is intended to achieve the following objectives:
Scope of the Database
The W3 survey is collecting information on all humanitarian and recovery projects, as well as development projects being carried out by humanitarian and recovery agencies that are or will be implemented during 2001. The survey will not at this stage include development projects, the core activities of UN and international agencies, or bilateral projects between donors and the government. However, the use of data standards should allow the linking of this information in future.
Because of the quantity of agencies and projects involved, ongoing updating will not at this stage be possible. Instead, the database will be updated approximately every two months to provide an updated snapshot. During each update, copies of existing project profiles will be sent to each agency for amendment while information on new projects will also be sought.
Summary of the Survey to Date
Interviews with organisations were based on the ICC contact list. The following table shows the total number of listed agencies (excluding donors) together with those that were already interviewed and those that have submitted project profiles to the W3 team.

It should be noted that interviews were first held with INGOs, then NGOs and lastly IOs, the Red Cross and UN agencies, so the response from each group can be justified by the time they have had to reply. Interviews with several agencies, including many UN agencies, are still pending.
Sectoral Breakdown
The chart below shows the total amount of project funding broken down by primary sector, with Health and Nutrition receiving the largest proportion of funding of those projects reported to date. The four sectors of Health and Nutrition, Food Security, Food Aid and Education together account for over two-thirds of all funds.
While this breakdown is made on a single 'primary' sector to which each project
is assigned, agencies are also able to mark any number of 'secondary' sectors.
For example the training of demining staff would have Mine Action as the
primary sector, but could have Education and Capacity Building as secondary
sectors. Rehabilitation of a school would be under the Education primary
sector, but could include Water & Sanitation if a water point or latrines
were repaired.
The resulting chart (next page) shows projects with different secondary as well as primary sectors, which may give a better sense of the coverage of multi-sectoral projects. Comparing the two charts shows that while Water and Sanitation is only listed as the primary sector in 3% of projects, it is a secondary component in over 10%. Similarly, Capacity Building is listed as the primary sector in less than 1% of projects, but a secondary sector in 10%.
Beneficiary Breakdown
Almost half the projects submitted to date list the General Population as the primary beneficiary, indicating intent to assist communities hosting IDPs as well as the IDPs themselves, as well as all members of communities receiving returns. Of those projects that target specific beneficiary groups, 23% are targeted at IDPs and 18% at children.
As with the sectoral section, agencies completing the W3 survey were asked to
mark one group as the 'primary' beneficiary but as many 'secondary' beneficiary
groups as necessary. Examining the combined data of primary and secondary
beneficiary shows that many projects specifically target assistance to children
(16%), IDPs (16%), women (14%) and returnees (9%).
Project Type and Status
Information was also gathered on various other aspects of the project, including project status, start and end dates, the type of intervention and the main objective of the project. These data show that 40% of the total value of projects submitted to date is Humanitarian, 38% Developmental and 22% classified as Recovery, Rehabilitation and Reconstruction.
In terms of project outputs, 81% of funds were marked as 'direct assistance',
where funds are used to implement specific project activities, be it food aid
or the repair and reequipping of a health centre. Of the other funds, 16% are
primarily intended to develop institutional capacity with the other 3%
providing support costs to agencies or institutions, for example to cover
salaries, equipment, vehicles and project management costs.
Of the total value of projects submitted to date, around 68% is being used for
projects that are currently active, including 18% for projects that are in the
last 1 or 2 months of operation. Another 24% of funds are assigned to projects
either in the formulation stage or awaiting identification of a funding source.
A single irrigation project in Northern Red Sea valued at $4,000,000 is
reported as suspended.
Geographic Presence of Agencies
Although much of the focus of recent humanitarian intervention has been in the Temporary Security Zone (TSZ), the W3 survey shows that many agencies work actively in other regions, including Anseba and Northern Red Sea. Of the agencies that specified the locations of individual project activities down to Sub-Zoba level, almost 80% are outside of the TSZ.
The majority of agencies that submitted project survey forms included some level of detail on the location of activities. In many cases this was provided down to the village or camp level, while almost all provided this information down to the Sub-Zoba level. Using this information it is possible to show the geographic distribution of agencies throughout Eritrea.
Including all the project profiles received to date, only one Sub-Zoba (Quarura
in Northern Red Sea) has no reported agency presence. The largest number of
agencies is predictably in Sub-Zobas in southern Debub and Gash Barka where the
majority of damage and displacement occurred during the most recent conflict,
while the fewest are in the Southern Red Sea Zoba.
Summary
At present the database includes slightly more than 50% of agencies active in Eritrea. Efforts will be made over the coming weeks to complete interviews with all agencies and obtain all project profiles so the database can be finalised and made available for more detailed analysis.
