The visit of Isaias Afwerk to Sudan, a close ally of the Prime Minister of Ethiopia, comes at a time when Sudan, Ethiopia, and Egypt are tensions over the construction of a dam on the Nile and seeking to reopen it soon, while Egypt and Sudan are reluctant to risk water if Ethiopia opens its dam.

Egypt and Eritrea have been in close contact for years for speculation that Eritrea intends to provide an Egyptian military base, and President Isaias made a two-day visit to Egypt in June 2019.
