Vladimir Putin: Dear Mr President! Dear colleagues, friends! We are very glad to welcome you to Russia.

This is your first official visit to our country. Dear Mr. President, Eritrea recently celebrated the 30th anniversary of its independence, which coincides with the date of the establishment of diplomatic relations between our countries. Let me congratulate you on this, thank you for the fact that over the years, during your leadership of the country, relations between our countries have been developing and strengthening.

Of course, we must first of all pay attention to the development of trade and economic ties. But I would like to note that here we have good prospects in many areas, which we will talk about today.

Contacts are developing in the political sphere. At the beginning of the year, you received our Minister of Foreign Affairs [Sergey Lavrov]. I want to thank you for this. We are cooperating on the platform of the United Nations. Our relations in the humanitarian sphere are developing quite well: dozens of students from Eritrea have already received education in the Russian Federation, and this process continues.

On our agenda is the signing of a number of intergovernmental agreements. I hope that colleagues have worked and we will be able to do it.

As you know, this year we are holding the second Russia-Africa summit. Dear Mr. President, You are also invited to this event. I hope you have such an opportunity. We are very glad to receive you, dear Mr. President, and your delegation, and I am sure that our today's talks will be successful and will benefit the development of relations between the Russian Federation and Eritrea.

First of all, let me express my deep gratitude for the invitation and for the opportunity that I received. As you know, thorough consultations on the issue of partnership between our countries were recently held during the visit of your delegation headed by Foreign Minister Sergei Lavrov. The delegation visited the capital of our country, then our delegation headed by our Minister of Foreign Affairs visited Sochi. In this context, I am convinced that our today's consultation will make another contribution to raising the level of partnership between our countries.

Dear Mr. President!

I believe that the global world order is on the verge of a radical transformation, and this requires objective assessments and mutual consultations on this issue, which is of the utmost importance and importance. The general assessments that we will arrive at will, in turn, play a key role in formulating the partnership programs that we are planning.

The thoughtless ideology and unrestrained actions of dominance that have been taken over the past 30 years to create a unipolar world order have led to numerous crises and huge destruction, and this is a serious barrier to the progress of mankind.

The distinctive features of such an ideology are economic, military, industrial, technological, informational, cultural and structural, including using the mechanisms of the UN and international regional organizations as their own tools, tools of domination. Specific details as to specific events can be discussed and hard facts about such actions can be given.

The ideology and strategy of dominance were central both during and before the start of the Cold War, and yet, the intensification of such actions in the last 30 years is not an accident. The forces of dominance saw the collapse of the Soviet Union as a result of its own internal weaknesses and mistakes, they saw it as an unprecedented opportunity presented to them on a "golden platter". And this event led to miscalculations and the mistaken belief that they could dominate the entire world without any rivalry.

Thus, they began to try to control the world by dividing it into spheres of influence while using the so-called anchors. In this respect, so-called containment, as they called it, became one of the main tactics in their toolkit, the strategy of the international order they were building. And at the heart of this lies the ideology of dominance.

In practice and in essence, this so-called containment is no different from a declaration of war. It cannot be denied that the so-called containment of the economic, military, industrial, technological, informational, cultural and institutional growth and development of free peoples and countries is, in fact, nothing more than a declaration of war.

What is the methodology and tools for this containment? Demonization, isolation, interference, political sabotage, provocation of crises, sanctions and flagrant violation of international law, including open military incursions. Free peoples and countries must not submit to such interference. The resistance of the free peoples is the main reason why the ideology and strategy of the forces of domination have not been able to win over the past 30 years.

Dear Mr. President!

The Russian Federation has been the main player and main rival in the so-called containment and encirclement policy by the forces of domination since the early 1990s, and the global impact over the past 30 years has been really serious.

The Russian Federation at the very beginning did not take the necessary steps to prepare for resistance to such actions, an integrated and comprehensive strategy of resistance was not adopted. But over time, and as containment against China became more apparent, free peoples around the world understood the essence of this approach.

There is a need to deepen understanding, a comprehensive strategy and specific plans in all areas must be developed, dynamic mechanisms must be established, and necessary resources must be advocated for the transition to a new civilized international order based on mutual respect, cooperation, complementarity and prosperity, in which justice and the rule of law are supreme values. And we not only have to, we have to do it.

I hope, I am convinced that the Russian Federation will play its part in this mission of all mankind on the path to solidarity and cooperation among free peoples. And in this vein, I want to wish you every success on this path.
