The current international order is based on corruption, not on law.

I did a Google search to find how harmful this actually is, and I used the following string

at the top of which resultant findings was Google’s own “AI Overview”:
Studies show cruise ship sewage pollution, including chemicals, bacteria, and viruses, poses significant environmental threats, impacting marine life and ecosystems through eutrophication, toxic contamination, and habitat degradation. [That is linked to a series of EPA reports that aren’t available online. The U.S. Environmental Protection Agency doesn’t want the public to know what the findings were from its studies.]
Types of Pollution:
Sewage: Cruise ships generate large volumes of sewage (black water) and grey water (from showers, sinks, etc.). [This links to that same EPA dead-end site.]
Other Wastes: They also produce oily bilge water, hazardous waste, and solid waste. [linked to this.]
Scrubber Discharge: Scrubbers, used to reduce emissions,
discharge wastewater containing pollutants like polycyclic aromatic hydrocarbons and heavy metals [linked to this.]
Environmental Impacts:
Eutrophication: Excess nutrients from sewage can lead to algal blooms, which deplete oxygen in the water, creating "dead zones" harmful to marine life. [This links to that same EPA dead-end site.]
Toxic Contamination: Sewage and scrubber discharges contain chemicals, pharmaceuticals, bacteria, viruses, and heavy metals that can be toxic to marine organisms. [linked to this.]
Habitat Degradation: Pollution can damage or destroy sensitive habitats like coral reefs and coastal areas. [linked to this, which reports that since the U.S. does have some minor restrictions against maritime waste-dumping while Canada doesn’t, America dumps into Canada whatever it doesn’t dump into the ocean]
Threat to Marine Life: Pollutants can cause reproductive problems, illness, and population decline in marine animals, including otters, dolphins, whales, and seabirds. [links to this.]
Studies and Research:
EPA Studies: The U.S. Environmental Protection Agency (EPA) has conducted studies on cruise ship discharges, including plume dilution studies in Skagway Harbor, Alaska. [This links to that same EPA dead-end site.]
International Council on Clean Transportation (ICCT): The ICCT has analyzed scrubber washwater discharge, finding that a significant amount occurs within critical habitats of orcas. [same link as for “Habitat Degradation” above.]
Regulations and Enforcement:
International Regulations: International regulations exist to limit sewage and other waste discharges from ships, but enforcement can be challenging. [links to this.]
US Law: U.S. law allows cruise ships to dump raw sewage in the ocean once a ship is more than three miles off U.S. shores.
Penalties: Some cruise lines have faced fines and penalties for environmental violations. [links to this.]
None of that links to, nor otherwise accesses, any empirical study of the impact that these discharges have. Although the linked-to sources are Governments and ‘non’-profits (tax-dodge propaganda organizations funded by liberal billionaires) there seem to be no such empirical studies — at least not available online.
In other words: there is, effectively, no real regulation of these discharges, by “pleasure cruises,” into the world’s waterways. The types of people who take those trips do so with no serious concern about the burdens that their “pleasures” impose upon the broader world beyond themselves; and the body-politics and economies that they fund by means of their tax-payments are run by corruption, not conscience, and so these people are not demanding to know the impacts that their “pleasure trips” have on the broader world beyond what their hearing and seeing and ‘news’-media report to them — the propaganda by the billionaires who profit from this corruptness and psychopathy. Out-of-sight is out-of-mind for them.
Similarly, all of the ways that the politicians and ‘news’-media propose to end global warming (such as for the public to buy electric vehicles, EVs) can’t even possibly succeed, but there is one way that might POSSIBLY succeed, and none of the ‘experts’ and ‘news’-media so much as even MENTION it: Outlaw the purchasing of any stock or bond — any investment securities — in fossil-fuel extraction companies, such as ExxonMobil and Peabody Coal: any such company at all. The billionaires would lose if that were done; so, it’s not permitted to be even so much as discussed, at all.
Because (at least throughout the U.S. empire) the billionaires control the Governments and so control the laws, corruption controls, and the law does not — the law, instead, reflects that corruption.
