Control Committee to investigate Eritrea Policy

Now, the National Audit Council of the National Council (GPK) will deal with Eritrea.

The Foreign Affairs Committee (APK), by 14 votes to 10, with 1 abstention, decided to ask them to do so.

"The implementation of asylum policy in relation to the procedures of Eritrean nationals" is to be under scrutiny. The majority of APKs need clarification, said the parliamentary services on Tuesday.

Reasons for the order are media reports of the past days, as APK President Roland Rino Büchel (SVP / SG) on request said. They would doubt. It was reported above all about an EU internal paper that comes to a different conclusion on the situation in Eritrea than a UN report.

The paper was prepared by the EU Ambassador in Eritrea together with four ambassadors from EU countries. Without a doubt would in Eritrea human rights violated, it is stated therein. But the allegations in the UN report on crimes against humanity are problematic.

However, the GPK is not supposed to make its own position evaluation. She would hardly be able to do this. It is to check whether «everything is going well in Switzerland», as APK Vice President Elisabeth Schneider-Schneiter (CVP / BL) explained. There is also much contradiction to be read.

It was up to the GPK to decide how to implement the contract exactly. The APK promises itself not least from the investigation a depolarization of the discussion.

The APK also dealt with a report to the Federal Council had presented in November. This includes an analysis of the situation in Eritrea and a strategy for the future management of the country. It is an important issue, but the APK is missing the momentum, Schneider-Schneiter said. The latent feeling remained that the Federal Council Eritrea had already given up.

The report of the Federal Council states that the political, economic and human rights situation in Eritrea remains "very problematic". As long as these factors did not improve, Eritreans would continue to flee from the country in large numbers.

Switzerland is ready to cooperate with Eritrea in the field of migration, writes the Federal Council. However, the prerequisite for this was compliance with fundamental principles of the rule of law as well as cooperation on the return of rejected asylum seekers. The Eritrean government is currently unwilling to do so.

In recent years, the Eritrean regime has shown some positive signals. However, tangible results have not yet been achieved. The focus in the foreground is on the commitment in the first-time reception countries. For most Eritreer Eritreer the flight ends in a refugee camp in the Sudan or in Ethiopia.

The Federal Council wants to continue the dialogue with the Eritrean government and intensify it as much as possible. This is the first pillar of the strategy. The second is coordination at the international level, the third is the support of development projects, initially with limited commitment.

The report also discusses international networks. Emigration and persistent economic difficulties could force the Eritrean government to review its approach in the long term.

But relations with China and the Gulf states guaranteed the government in Asmara considerable revenue and made Eritrea a country that could play a key role because of its access to the Red Sea in Africa. (SDA)
