    The Essence of China-Africa Relationship: Fostering Win-win Cooperation, Establishing a Community of Shared Future

    On April 8, 2017, Eritrea Profile, the only official English newspaper in the State of Eritrea, published an article entitled The Essence of China-Africa Relationship: Fostering Win-win Cooperation, Establishing a Community of Shared Future written by Mr. Yang Zigang, Chinese Ambassador to the State of Eritrea, which reads as follows:

    During the Fifth Session of the 12th National People’s Congress in early March, Mr. Li Keqiang, Premier of the State Council of the People’s Republic of China, delivered a report on the Work of the Government, reviewing the work of the Chinese Government in 2016 and suggesting significant measures for the work in 2017.

    In 2016, China made great achievements. Continued advances were achieved in reform and opening-up, especially breakthroughs in reforms in major sectors and key areas. The supply-side structural reform turned out to be an initial success. Emerging industries were thriving and the transformation and upgrading of traditional industries were accelerated through stepping up economic structural adjustment and pursuing innovation-driven development strategy. 12.4 million more people were lifted out of poverty. Personal per capita disposable income increased by 6.3 percent in real terms.

    In 2017, China’s socialism with Chinese characteristics will achieve further development by strengthening the role of innovation in driving economic development, remaining committed to the underlying principle of making progress while keeping overall performances in stable condition, and further promoting reform and opening-up, including further implementing structural adjustments. Premier Li demonstrated firm perseverance, strong determination and full confidence that the country will maintain stable and sound economic development and achieve social harmony as well as stability.

    China is ready to join hands with the international community to build a new type of international relations based on win-win cooperation and mutual benefit, and to make new contributions to building a community of shared future for the mankind. Premier Li highlighted in his report that in the face of profound challenges in the international political and economic landscape, China will always stand on the side of peace and stability, will always contribute to the world economic development and uphold the international order. China will oppose protectionism in any forms and get more involved in global governance.

    The friendship and cooperation between China and Africa will usher in new opportunities. Premier Li promised to comprehensively upgrade the cooperation between China and all the other developing countries. Over the past years, China-African relations have marched forward on the basis of mutual support, mutual understanding, equal treating and sincere cooperation, especially since the inception of the Forum on the China-Africa Cooperation (FoCAC) in 2000. And the relationship was upgraded to a new-type Strategic Partnership in 2006 and further to Comprehensive Strategic Cooperation Partnership in 2015.

    This Partnership has proved to be fruitful and productive in real terms. China announced 60 billion U.S. dollars funding support for Africa at the Johannesburg summit of the FoCAC in December 2015, and rolled out 10 major cooperation plans covering extensive areas of industrialization, agricultural modernization, infrastructure, financial services, green development, trade and investment facilitation, poverty reduction and public welfare, public health, people-to-people exchanges, and peace and security. In 2016, the Coordinators’ Meeting on the implementation of the FoCAC Johannesburg Summit outcomes was held in Beijing and achieved lots of tangible results.

    Mr. Wang Yi, Foreign Minister, said at the press conference during the 12th National People’s Congress, ‘there will be no weakening in China’s support for Africa no matter how the international situation or world economy may evolve’.

    China-Eritrea friendship and cooperation form an important integral part of China-African relationship. We firmly believe that the Follow-up Actions of the FOCAC Johannesburg Summit will be effectively implemented between China and Eritrea and will further promote and deepen China-Eritrea friendly relations and cooperation in all aspects.

    Since 1993 when China and Eritrea established diplomatic relations, the two countries have maintained friendly political relations based on mutual respect and understanding. The Communist Party of China(CPC) and the People’s Front for Democracy and Justice(PFDJ), high-level officials from both governments have conducted good communications. Besides, the two sides have achieved substantial positive cooperation outcomes in the fields of agriculture, mineral industries, culture and education, medical care and health, human resources and training and so on. Our two peoples are friendly to each other. In 2016, a Chinese medical team conducted Ophthalmologic operations in Asmara which successfully helped recover their eyesights.

    Eritrea is a country with great development potentials in natural resources, agricultural products and labor forces. The social stability and harmony will provide a favorable environment for promoting economic development and international cooperation. Looking to the future, China is willing to further strengthen its friendly cooperative relations in all areas with Eritrea, and wishes to uplift the China-Eritrean bilateral relationship to a new level and make it a good example for the relations between China and Africa. It is our sincere hope and firm belief that through our joint efforts, the friendship between China and Africa and that between China and Eritrea will be constantly transformed into greater motivation for making progress in win-win cooperations, and the people in our countries will live a better life!
